Competency Assessment and Validation

In addition to the written examination a UDA must pass, the RN must verify competency of the UDA to perform the diabetes care tasks including the administration of insulin. Competency validation must be completed utilizing the South Dakota Board of Nursing approved: Unlicensed Diabetes Aide Skills Performance Evaluation Form.

The Unlicensed Diabetes Aide Skills Performance Evaluation Form requires the UDA demonstrate competency in the areas of:

  • Blood glucose monitoring
  • Carbohydrate counting
  • Identification of insulin dose
  • Insulin administration with vial and syringe
  • Insulin administration with a pen
  • Insulin administration with a pump
  • Glucagon administration
  • Urine ketone monitoring

Keep in mind that the UDA only needs to demonstrate competency for tasks that they will be performing. For example, if the UDA will be delegated and performing the task of administering insulin with an insulin pen, the UDA will not need to demonstrate competency for the pump device or the vial and syringe method. The Evaluation Form includes a check box for the RN to indicate which skills/tasks were evaluated and which were not evaluated. Also, if the UDA is not proficient in one or more areas, additional clinical practice with RN supervision must be completed before a re-check of competency on that particular task or skill(s).

The RN must sign and maintain a copy of the Performance Evaluation Form in the UDA's employment file as evidence that the UDA demonstrated competence to perform the skills/tasks. The South Dakota Board of Nursing may choose to audit the skills training of the UDA; if so, the UDA must send a copy of the Evaluation Form to the BON office as proof of successful completion of the skills training. Additionally, the South Dakota Department of Health may also request a copy from a licensed health care facility while conducting a survey.
